Vote No (again)
LWVJoCo urges voters to vote No on the two constitutional amendments, H.C.R. 5014 and H.C.R. 5022.
H.C.R. 5014, the legislative veto amendment, would shift the balance of power in KS by allowing lawmakers to revoke or suspend any rule or regulation adopted by executive branch agencies. LWVJoCo strongly believes that all powers of a U.S. government should be exercised within the constitutional framework of a balance among the three branches of government, and that this amendment would create an unbalance.
H.C.R. 5022, also known as "the sheriff amendment," would require Kansas county sheriffs to be elected. Johnson County's sheriff is already elected. The key issue is that the amendment would shift the responsibility of handling any legal issues with sheriffs from local district attorneys to the state district attorney. LWVJoCo opposes this shift.
